काठमाडौं, कार्तिक २ - विभिन्न अपराध अभियोगमा ७९ नेपाली रेडकर्नर नोटिसमा परेका छन् । चोरी, ठगी र हत्याजस्ता गम्भीर अपराधमा ९ मुलुकले उनीहरूविरुद्ध नोटिस जारी गरेका हुन् ।
सबैभन्दा बढी भारतीय इन्टरपोलले २५ नेपालीविरुद्ध रेडकर्नर नोटिस जारी गरेको छ । कतारको दोहास्थित इन्टरपोलले २० जनाविरुद्ध, यूएईले १३ र अमेरिकाले ४ जनाविरुद्ध नोटिस जारी गरेको छ । नेपालमै १३ नेपालीविरुद्ध नोटिस जारी छ । यस्तै साउदी अरेबियाले ३, बेलरुस र बहराइनले १/१ जनाविरुद्ध नोटिस जारी गरेको प्रहरी प्रधान कार्यालयले जनाएको छ ।
नयाँदिल्लीले चोरी, डाँका ठगी र हत्या आरोपमा नोटिस जारी गरेको हो भने कतार, दुबई र यूएईमा धेरैजसो नेपालीलाई चेक बाउन्स र ठगीका मुद्दामा नोटिस जारी भएका छन् । अमेरिकाले यौन दुव्र्यवहार र ठगी आरोपमा नोटिस जारी गरेको हो । नेपालले इन्टरपोलमार्फत खोजी गरेकामा वैदेशिक रोजगारमा ठगी, हत्या, अपहरण र बलत्कारजस्ता अपराध छन् ।
नेपालमा गम्भीर प्रकृतिका आरोप लागेकाहरू विदेश भागेको वा लुकेको शंका गर्दै इन्टरपोलमार्फत रेडकर्नर नोटिस जारी हुने गरेको छ । अदालतले पक्राउ पुर्जी जारी गरेकालाई मात्र रेडकर्नर नोटिस जारी हुने गर्छ ।
नेपालद्वारा जारी नोटिसमा परेकामध्ये २०६६ मा सञ्चार उद्यमी जमिम शाहको हत्या हुँदा मिलेमतो गरेका नेपाल प्रहरीका पूर्वडीएसपी जगदीश चन्द इन्टरपोलको फरार सूचीमा छन् । उनलाई नेपालले फरारको सूचीमा राखेको हो । यस घटनाका मुख्य अभियुक्त बब्बु भनिने दीपक शाही भारतीय नागरिक हुन् । उनले त्यतिबेला नै राजधानी छाडिसकेको निष्कर्ष प्रहरीले निकालेको थियो । इन्टरपोलमार्फत उनको खोजी गरिए पनि फेला परेका छैनन् ।
वैदेशिक रोजगारको ठगीमा काठमाडौंका भूपेन्द्र खड्का फरार छन् । उनलाई वैदेशिक रोजगार विभागले ४ करोड ५० लाख रुपैयाँको ठगी आरोपमा नोटिस जारी गरेको हो । खड्काले ६ नेपालीलाई विदेश पठाउने भन्दै ठगी गरेको प्रहरी प्रधान कार्यालयले जनाएको छ । नुवाकोटका विष्णुबहादुर लामा र रामबहादुर तामाङसहित ३ जनालाई वैदेशिक रोजगारमै २ करोड १० लाख ठगी अभियोगमा रेडकर्नर नोटिस जारी छ ।
एक देशमा अपराध गरी अर्को मुलुकमा लुकेर बस्न सक्ने भएकाले रेडकर्नर नोटिस जारी गरी त्यस्ता अपराधीलाई खोजी गरिन्छ । नोटिस जारी भएपछि इन्टरपोलको सदस्यता प्राप्त गरेका मुलुकले अर्को मुलुकका अपराधीलाई फेला पारे सम्बन्धित देशलाई बुझाउनुपर्छ । विभिन्न मुलुकमा लुकी बसेका अपराधीलाई पक्राउ गर्न विश्वभरका प्रहरी संगठनबीच सहकार्यका निम्ति अन्तर्राष्ट्रिय अपराध प्रहरी संगठन (इन्टरपोल) सन् १९२३ मा गठन गरिएको हो । सन् १९९७ मा आबद्ध भएको नेपाल इन्टरपोलको सयौं नम्बरको सदस्य हो । इन्टरपोलमा हालसम्म १ सय ९० देश सदस्य छन् ।
वरिष्ठ न्युरो सर्जन डाक्टर उपेन्द्र देवकोटाकी छोरी मेघा देवकोटालाई अपहरण गर्ने ३ जना पनि इन्टरपोलको रेडकर्नर नोटिसमा छन् । अपहरणका मुख्य योजनाकार केशव दर्लामी मगर, राजेश छेत्री भनिने गोकुल गिरी र राजु थापा इन्टरपोलको सूचीमा फरार छन् ।
इन्टरपोल सूचीमा भारतीय जाली नोटको कारोबारमा कैद काट्दै गर्दा फरार भएका पाकिस्तानी नागरिक मोहम्मद जामिल पनि छन् । वन्यजन्तुको छाला गैरकानुनी रूपमा राखेका अमेरिकी नागरिक इयान वाकर पनि फरार छन् । नेपाल प्रहरीका अनुसार विदेशी नागरिक त्यो देशमा अपराध गरेर नेपाल आएको अवस्थामा फर्काउन मिल्छ । तर अन्य देशमा अपराध गरेका नेपाली नेपालमा फेला परे पनि पक्राउ गरेर पठाउन सक्ने अवस्था छैन । नेपालमा सुपुर्दगी सन्धि नभएका कारण नेपाली नागरिकलाई पक्राउ गरेर दोस्रो मुलुक पठाउन नमिल्ने प्रहरीको भनाइ छ । नेपालले विदेशीले उसको मुलुकमा अपराध गरेर नेपालमा बसेको पाए उसलाई त्यही देशमा पठाइदिने गरेका उदाहरण प्रशस्त छन् । २०६३ मा भारतमा किड्नी निकालेर बिक्री गरी फरार रहेका भारतीय डाक्टर अमित कुमारलाई चितवनमा पक्राउ गरेर भारतको जिम्मा लगाइएको थियो ।

KATHMANDU: National Central Bureaus of seven countries have issued Red Corner Notice against 79 Nepalis for committing crimes in foreign lands.
NCB, a division of national police agency, serves as a contact point for the Interpol in 190 member countries, enabling them to work together on cross-border crime investigations and exchange information related to criminals and suspects.
“The Interpol circulates Red Corner Notices for the purpose of arrest and subsequent deportation of criminals and suspects on the recommendation of its member countries upon verification of their details,” DIG Nawa Raj Silwal, central police spokesperson said. According to him, nine NCBs, including NCB Kathmandu has issued Red Corner Notices against 79 Nepalis till date. Those NCB offices seeking arrest and deportation of Nepalis are NCB Kathmandu, NCB New Delhi, NCB Washington, NCB Minsk (Belarus), NCB Abu Dhabi, NCB Rome, NCB Doha, NCB Riyadh and NCB Bahrain.
“NCB New Delhi tops the chart with 25 Nepalis in the list followed by NCB Doha (20), NCB Abu Dhabi (13), NCB Kathmandu (11), NCB Washington (four), NCB Riyadh (three) and NCB Minsk and NCB Belarus one each,” DIG Silwal said.
The concerned countries have found them guilty of embezzlement, fraud, involvement in road accidents, breach of trust, theft, contraband smuggling, murder and forgery. “A Red Corner Notice is issued against any person who is convicted by the court. For this, the court of the concerned country is also required to issue arrest warrant against the guilty for his/her arrest with a view to extradition,” DIG Silwal explained.
According to Nepal Police, the Interpol facilitates cross-border police co-operation and supports and assists all organisations, authorities and services whose mission is to prevent or combat international crime, among others.
Nepal was nominated 100th member of the Interpol by the 36th General Assembly Session held in Kyoto, Japan on September 27, 1967. The NCB Kathmandu was established then to ensure liaison with various departments in the country, with those bodies in other countries serving as NCB, as well as with the organisation’s General Secretariat.
DIG Silwal also said that NCB Kathmandu had issued Red Corner Notices against two foreign citizens — Ian Baker of USA and Rahul Haldiya of India. Baker was found selling wild animal’s skin, head, bone and others in Nepal. Similarly, Haldiya defrauded Dabur Nepal PVT Ltd of Rs 30.65 million on the pretext of selling its products in the Indian market through his company, Silwal added.
